[Flo-migrations-2025] Reminder: ComCat Borrowing/Lending Freeze (April 15th)

Hello all,

Friendly reminder for those of you who participate in ComCat that we'll be disabling borrowing and lending for migrating libraries on *April 15th*. This should give everyone enough time to clear up any active requests. This will allow for a smooth transition when we move everyone's ComCat configs from Voyager to FOLIO. I'll send out another reminder closer to the date.
